Commissioners tweak budget

HAGERSTOWN - The Washington County Commissioners put finishing touches Tuesday on the budget proposal they plan to take to a public hearing next week, reinstating a few budget requests they had considered cutting.

Added to the 2008 county budget proposal were:

· $22,620 to CASA for salary supplements, bringing the total general fund contribution for CASA to $254,490

· $10,000 for Leadership Washington County, a one-time contribution

· $535,983 for Hagerstown Community College, bringing the total general fund contribution for HCC to $7.9 million

· $101,618 for the Washington County Free Library, bringing the total general fund contribution for the library to nearly $2.5 million

· $14,000 for salary adjustments for division heads whose responsibilities increased

The commissioners opted not to include a Health Department request to continue a supplement to the health officer's salary. Former Health Officer William Christoffel had been paid a $10,500 county supplement in addition to his state salary. New Health Officer Earl Stoner will be paid an annual salary of $73,943 by the state Department of Health and Mental Hygiene.

They also declined requests for more money from the Department of Social Services and The Maryland Theatre. But they voted to shift $14,800 for teen pregnancy prevention programming from the Health Department's budget to the Community Action Council.

The commissioners agreed to make a one-time contribution of $45,000 to CSAFE, a community based crime-prevention program, to be taken from $61,000 remaining in this year's commissioners' contingency fund.

County officials will present the total $308.3 million county budget proposal Tuesday during a public hearing at 7 p.m. at Hagerstown Community College's Kepler Theater, where they will hear citizen comments following the budget presentation.

The commissioners will vote on a final 2008 budget in June, according to county Administrator Greg Murray. The county's fiscal year begins July 1.
