City Council votes to lease house to employee

The Hagerstown City Council voted 4-1 during a special session Tuesday to lease a city-owned house at 728 Frederick St. to city employee Lewie P. Thomas III.

Councilwoman Penny M. Nigh cast the dissenting vote, saying the city needs to have a firmer policy in place that covers credit and criminal-background checks on potential renters.

She suggested that the council is stretching itself too thin by acting as the landlord for city-owned buildings.

"In moving so quickly to rent this house, we have failed to construct and approve a policy to cover us and these activities in the future," she said. "How can we put anybody in as a renter of one of those properties without a sound policy and say we have done the right thing by the city, city employees or the individual renters?"
