3. I believe the most pressing issue that the commissioners have to address is the preservation of our quality of life. Franklin County is one of the five fastest growing counties in Pennsylvania. That translates into more developments, jobs needed, services provided, infrastructures, parks and recreation, environmental concerns, etc. Careful planning must take place in many areas that will affect our very lives. Franklin County is not the same today as it was 10 years ago, and it will not be the same 10 years from now. Commissioners will make decisions that will impact greatly on our future quality of life.

1. I enjoy working with other dedicated individuals in serving the public. I was born, raised and educated in Franklin County. Folks throughout the county have helped me throughout my life. Now I have a chance to use my talents to serve them as commissioner. For the past 20 years, I have volunteered my time to serve on the Chambersburg Hospital Board, Chambersburg School Board, Franklin Learning Center Board, Chambersburg Wage Tax Board, Chambersburg Recreation Board and the Chambersburg Planning and Zoning Commission. My fellow hospital board and school board members have shown their appreciation and respect by electing me chairman.

2. I have many of the tools needed to be an effective commissioner. For the past 20 years, I have been a certified real estate appraiser. I've appraised farms, factories, stores and residences. I know Franklin County like the back of my hand. I understand the property tax system. As vice president of the Franklin County Area Development Corp., I became well versed in economic development. As contracting officer of the Letterkenny Industrial Development Authority, I wrote contract bid documents and supervised the awards. My "learning curve" will be much shorter than other candidates.

3. Property taxes. I will look for savings in operational costs. I will brainstorm with persons inside and outside Franklin County government for innovations that change the way we do business. For example, nonviolent jail inmates who are reassigned to the Day Reporting Center take part in a very successful behavioral rehabilitative approach at less than half the cost of incarceration. I will lobby for state legislation allowing counties to shift some of the tax burden from 100 percent property tax to income or sales tax, without increasing the total tax collected, thus shifting some of the burden from senior citizens.
