Men charged in Pa. drug task force probe

CHAMBERSBURG, Pa. - Six men, one of whom is a fugitive, have been charged in recent weeks as a result of a three-month investigation by the Franklin County Drug Task Force, the Washington Township Police Department and the Pennsylvania Office of the Attorney General's Bureau of Narcotics Investigation.

A task force detective said the investigation into crack cocaine sales in the southeastern municipalities of the county began in September. An informant was used to purchase crack cocaine and other drugs in Washington Township, Mont Alto, Pa., and Chambersburg, he said.

"Most of the people that were arrested were well known to us" and had previous criminal charges, the detective said.

The following men were charged:

· Kevin Hykes, 25, of 506 W. Main St., Waynesboro, Pa., was charged with four counts each of delivery of a controlled substance, criminal conspiracy and criminal use of a communications facility. Hykes, who was taken into custody Feb. 15 and jailed on $50,000 bail, sold cocaine totaling $2,500 on four occasions between Oct. 4 and Oct. 19, police said.

Three sales took place in Washington Township and the fourth in Mont Alto, police said. Hykes, who was on probation at the time, has since made bail, the detective said.

· Sean Siegrist, 21, of 155 W. North St., Waynesboro, was charged with two counts each of delivery and criminal use of a communications device, police said. Siegrist, who was out on bail on previous drug charges filed by Waynesboro police, also was taken into custody Feb. 15 and is still in jail on $50,000 bail, police said.

Police said Siegrist was with Hykes on Oct. 10 when $850 worth of crack was sold to the informant at an address on Washington Township Boulevard. He was also jailed on $50,000 bail, police said.

· Joshua Gingell, 18, of 8943 Tomstown Road, Quincy Township, is charged with two counts each of delivery, criminal conspiracy and criminal use of a communications facility, police said. Gingell, who was on bail for a delivery charge filed previously by the Washington Township police, was taken into custody on the new charges Feb. 26, police said.

Police said Gingell was with Hykes when buys were made Oct. 4 and Oct. 12. Gingell is out on bail, the detective said.

· Joshua Bubeck, 26, of 482 Pensinger Road, Greencastle, Pa., was taken into custody March 5, charged with two counts each of delivery, criminal conspiracy and criminal use of a communications facility, police said. Bubeck, who had a probation detainer filed against him at that time, was jailed on $5,000 bond, police said.

Police said Bubeck sold $230 worth of marijuana to the informant Dec. 8 at an address on Wayne Avenue in Chambersburg. On Dec. 13, the informant bought $160 worth of crack cocaine from Bubeck at an address on Buchanan Trail West in Washington Township, police said.

· Jeremiah Baker, 23, of 13220 Pennersville Road in Washington Township, was charged with delivery and criminal use of a communications facility for selling a bag of marijuana and three morphine pills to an informant Dec. 13 at an address on Washington Township Boulevard, police said.

Baker was in the Washington County Detention Center on unrelated charges, police said.

· Andrew P. Francis, 28, whose last known address was in Bowling Green, Ky., remains at large, police said. He was with Hykes on Oct. 19 when $650 in crack was sold to an informant at an address on East Main Street in Washington Township, police said.

"We don't know much about him," a detective with the task force said. "He was staying somewhere locally, but we have no idea where he is."
