Library seeks $201,624 more

Washington County Free Library officials on Tuesday asked the County Commissioners for a general fund budget increase of $201,624 for the coming fiscal year.

The increase would boost the county's contribution to the library from $2,285,124 in the current fiscal year to $2,486,748 for fiscal year 2008, which begins July 1.

The proposed increase would go toward pay and benefit increases, utilities increases, a new boiler for the Williamsport branch library, and for new book titles and replacements, among other items.

Rental applications to be submitted

Washington County Community Action Council plans to submit a Rental Allowance Program application to the state for fiscal year 2007.


The County Commissioners on Tuesday approved the submittal to the Maryland Department of Housing and Community Development.

The CAC expects to receive $57,630 in funding through the program, which offers a monthly subsidy of $220, $250 or $400, depending on household size, to eligible residents.

The subsidy is paid directly to the landlord, and qualified residents must be income eligible and have a housing crisis, such as being homeless or evicted, according to information provided by the county. During the six-month eligibility period, recipients must complete a needs assessment with a case manager, attend monthly case- management meetings, monthly budgeting classes and bimonthly workshops.

Purchase of sewage grinders approved

The Washington County Commissioners on Tuesday agreed to buy three Muffin Monster sewage grinder units from Watermark Environmental Systems of Exton, Pa.

The units will cost $64,722 and will be used by the Department of Water Quality.

5 properties eyed for preservation

The Washington County Planning Commission on Monday recommended that five properties be included in the Agricultural Land Preservation District.

The final decision is up to the Washington County Commissioners.

The properties are:

· Kriner Farm LLC, 268.4 acres, 11065 Dam No. 5 Road, Clear Spring

· Theodore Rosenberry, 104.52 acres, 12574 Indian Springs Road, Clear Spring

· Robert Martz, 88.87 acres, 11429 White Hall Road, Smithsburg

· Edwin E. David, 139.3 acres, 7007 Mariah Furnace Road, Boonsboro

· Rodney E. Dill, 168.03, 19911 Mill Point Road, Boonsboro

Three site plans meet approval

The Washington County Planning Commission approved the following site plans at Monday's meeting:

· An addition to Pavestone Co.'s plant on the east side of Hopewell Road.

· An expansion of Rampf Molds Industries Inc.'s concrete-manufacturing facility on the east side of Western Maryland Parkway.

· A 199-foot U.S. Cellular tower on the northwest side of Broadfording Road.

HCC innovation center plan OK'd

Hagerstown Community College's plan to expand its Technical Innovation Center will move forward.

The Washington County Planning Commission approved the site plan for the expansion Monday night.

HCC plans to build several "wet labs," or chemical research facilities.

The Innovation Center serves as an "incubator" for new or expanding technology-based or manufacturing-based businesses by providing space and other resources to help start-up firms.

Community center plans get the nod

The Washington County Planning Commission on Monday approved a site plan for a community center at the former Fort Ritchie U.S. Army base.

The site plan includes the demolition of a portion of the gym. County Chief Planner Timothy A. Lung said 6,900 square feet of the gym will be retained and 14,294 square feet will be added.

The center will include a gym, exercise and activity areas, meeting room and snack bar.

Lung urged owner and developer Corporate Office Properties Trust (COPT) of Columbia, Md., to submit a concept plan for the entire property so the base's redevelopment can remain on the fast track.

PenMar was created by the state in 1997 to redevelop the former base, which the Army shut down in 1998. The Army transferred most of the base to PenMar, which sold it to COPT $5 million.

COPT plans to turn the base into a residential and commercial center.
