The issue: Washington County Public Schools recently launched AlertNow Rapid Communication Service, which is capable of delivering tens of thousands of voice or text messages to telephones and other devices within minutes.

What's new: During the first emergency use of the service Wednesday, only 35 percent to 45 percent of listed phone numbers received calls.

What's next: Officials will attempt to work out the glitches so the next use of the service is more successful.
