The issue: Cascade property owners Jim Lemon and Robin Biser have appealed a federal judge's decision to dismiss their case against the U.S. Army, PenMar Development Corp. and Columbia, Md., developer Corporate Office Properties Trust (COPT).

What's new: Two national nonprofit groups have asked the U.S. Court of Appeals for the District of Columbia Circuit to lend their environmental and historic preservation expertise in Lemon and Biser's appeal.

What's next: Biser said the court will decide whether to allow the expertise and whether Lemon and Biser have standing in the matter.
