Police identify body of man struck and killed

Washington County Sheriff's Department deputies have identified a 50-year-old man struck and killed early Sunday on Downsville Pike as Kevin Thomas Luff, Investigator Chris Weaver said Tuesday morning.

Weaver said Luff listed a last known address as 125 N. Prospect St. He had relatives in the Gaithersburg, Md., area, Weaver said.

Weaver said Luff was reported struck at about 3 a.m. Sunday. He said a man "knew he hit something, turned around and saw it was a person" and then went to his Funkstown home and called police. He did not have a cell phone, police said.

Through investigation, Weaver said it was determined that Luff was lying in the road when he was struck. A second vehicle struck Luff sometime after the first driver struck him, Weaver said.


The first driver who struck Luff, Eric Worthy, 21, of 1740 Edgewood Hill Circle, Apt. 101, was charged with negligent driving, failure to remain at the scene of an accident and failure to render aid, Weaver said.

None of the offenses carry possible jail time, Weaver said.

Weaver said Luff's body was sent to the Maryland Office of the Chief Medical Examiner for an autopsy.

Weaver said Luff had worked at Labor Ready, but had not worked there since Dec. 10.
