The United Way giving incentives for City of Hagerstown employees will include two prizes at each preset level of giving.
Those include a golf package, pool membership, gas cards and gift certificates, but not paid time off.
The Hagerstown City Council unanimously approved the program guidelines Tuesday, following last week's debate about whether employees should receive time off as a reward.
That debate resurfaced Tuesday when Councilman Kristin B. Aleshire asked the time off be included as prizes and Councilman Lewis C. Metzner made a motion with the inclusion. That motion was defeated 3-2.
Aleshire and Councilwoman Kelly S. Cromer differed on how much the prizes will cost the city. Aleshire said it will be $700, although Cromer maintained it will cost more.
