The issue: A citizens' group has challenged two zoning variances that help Washington County Hospital move from East Antietam Street in Hagerstown to Robinwood Drive. The Washington County Board of Zoning Appeals approved the variances in December 2005. Last month, Washington County Circuit Judge W. Kennedy Boone III upheld the variances on three aspects but said the board needed to clarify its position on the fourth aspect.

What's new: The board of zoning appeals met Tuesday to better explain its position on the unique characteristics of the project and property.

What's next: The board will submit its finding to the circuit court.
