A person was injured in a shooting reported shortly before 8 p.m. Monday night near Elgin Station Community Center on Elgin Boulevard.

Hagerstown Police Department Chief Arthur Smith, who responded to the scene along with other officers, said he believed the victim, who was taken to Washington County Hospital, suffered minor injuries.

Speaking shortly after the shooting, Smith said police had identified a suspect.

Dennis Ritter was sitting on his back porch on Lanvale Street when he saw two cars traveling in opposite directions leave the area, he said.

According to Ritter, a black Jeep-type vehicle drove toward Washington Street, while a silver car sped right onto Lanvale Street after the shooting.

"Like I said, they shot four times over there. There were like 20 people setting out there, and all of a sudden, you seen them scat," Ritter said.

Mike Fling, who lives directly across the street from the community center, said he called police a couple of weeks ago about a disturbance in the parking lot. Patrols have stepped up, he said.

Fling said he believes the people who gather outside the community center are in their late teens and 20s, and he does not believe they are from the neighborhood.

"They're pretty rough-looking characters, a lot of these people," he said.
