Chief says water from heavy rains enters library in W.Va.

BOLIVAR, W.Va. - Water from heavy rains Wednesday night entered the Bolivar-Harpers Ferry Public Library, leading town officials to erect makeshift dikes around the building to protect it, an official said.

New drains were built around the library as part of a recent addition and either the drains were too high to catch the water or they did not catch it at all, said Harpers Ferry Police Chief Donald Buracker.

Water flowed into the library and workers were using equipment to suck up the water, Buracker said.

Local officials also were erecting temporary dikes using plastic and stone to protect the library on Spruce Street, Buracker said.
