A four-page report detailing an investigation into sexual harassment complaints against Washington County Health Officer William Christoffel prepared by an investigator for the Department of Health and Mental Hygiene Employment Equity Unit alleged that Christoffel admitted to:

· Making sexually explicit statements.

· Using condoms as a joke.

· Hugging an employee publicly.

· Making references to female body parts.

· Referring to female undergarments as part of a speech on obesity.

· Describing an activity on a public highway that (the investigator concluded) may rise to the level of indecent exposure.

· Referred to an underdressed female as "good eye candy."
