Cashell: Deadline looms for DCP signup

May 17, 2006

A local USDA Farm Service Agency official reminded agricultural producers Monday they have until June 1 to complete their annual sign up for the 2006-crop Direct and Counter-cyclical Payment Program (DCP).

The 2002 Farm Bill requires that producers sign annual contracts through 2007 to participate in DCP, said Colleen Cashell, executive director for FSA in Washington County. She said producers may choose not to participate in DCP in any year.

"This program plays an important role in the viability of rural communities across the county. I encourage farmers and growers to sign up for DCP" soon by visiting an agency office or going online, Cashell said.

USDA will accept late DCP applications through Sept. 30, if accompanied by a $100 late fee, Cashell said.

Producers must have an active USDA eAuthentication Level 2 account. They must fill out an online registration form at and go to an FSA office for identity verification.

The online service allows producers to choose 2006 DCP payment options, assign crop shares, as well as sign and submit their contracts from computers with Internet access, Cashell said.

"The service is easy to use. It reduces paperwork and speeds up contract processing at FSA offices, saving time for producers and FSA employees," she said.

In Washington County, the FSA office is at 1260 Maryland Ave., Suite 107, Hagerstown. Or, you may call it at 301-797-0500, Ext. 2. Online, you can get a DCP fact sheet at
