Sex charges, Boonsboro man

A Boonsboro man has been charged with sex offenses after he allegedly was seen performing sexual acts with a 15-year-old boy by a Maryland Natural Resources Police officer on March 20, according to court documents.

An NRP officer patrolling the Cushwa Basin in Williamsport allegedly saw Robert Francis Bowers III, 33, watching a pornographic video and masturbating with a boy in the back seat of a parked vehicle at about 8:20 p.m., police said.

Bowers, of 622 N. Main St., was charged with exhibiting obscene material to a minor in connection with that alleged incident, but a subsequent investigation allegedly uncovered other sex offenses Bowers committed dating to 2003, documents state.

The sex offenses involved boys between the ages of 11 and 16, according to charging documents.

Bowers has been charged with six counts each of third-degree sex offense and exhibiting obscene material to a minor. He also was charged with one count each of second-degree sex offense, continuing course of conduct (sex abuse) with a child and sexual abuse of a minor, court documents state.

During a March 30 bond review hearing in Washington County District Court, Frederick County District Judge W. Milnor Roberts, sitting in Washington County, ordered Bowers on pretrial supervision, court documents state.

He is scheduled to appear for a hearing April 25 in District Court, according to court records.
