Bills introduced by the Washington County Delegation

HB 730 - Allows a commanding officer of a fire company in Washington County to appoint no more than 12 members of the fire company as deputy sheriffs. Approved by the House, sent to the Senate Education, Health and Environmental Affairs Committee.

HB 731 - Alters the definition of "new permanent full-time position" for purposes of property tax and state tax credits granted to business entities that construct or expand business premises to include, for Washington County, contract positions lasting at least 12 months. Approved by the House, sent to the Senate Budget and Taxation Committee.

HB 732 - Authorizes the Washington County Board of County Commissioners to hire more than one attorney for the Washington County Board of County Commissioners. Approved by the House, heard March 30 in the Senate Judicial Proceedings Committee.

HB 733 - Authorizes Washington County to honor certificates of guarantee issued by specified nonprofit associations of contractors or on behalf of specified contractors in order to satisfy county bond requirements. Approved by the House, favorable report from the Senate Finance Committee.

HB 734 - Amends the Community Based Regional Initiatives Loan of 2004 to alter the location of the Cumberland Valley Technology Center project. Approved by the House, heard March 23 in the Senate Budget and Taxation Committee.

HB 735 - Authorizes the creation of a state debt in the amount of $50,000 for the acquisition of weightlifting and other athletic equipment for the Hagerstown Police Athletic League. Funded approved in the capital budget.

HB 736 - Authorizes the creation of a state debt not to exceed $100,000 to the Washington County Agricultural Education Center Inc. for the planning, design, construction and capital equipping of the Rural Heritage Transportation Museum. Funding approved in the capital budget.

HB 1063 - Amends the Discovery Station at Hagerstown Loan of 2001 to change the location of the Discovery Station at Hagerstown project. Approved by the House, favorable report from the Senate Budget and Taxation Committee.

HB 1064 - Authorizes the creation of a state debt in the amount of $50,000 for the construction of exhibits and renovation of the Discovery Station at Hagerstown site. Funding approved in the capital budget.

HB 1065 - Allows the Washington County government to issue property tax credits in fiscal year 2007. Approved by the House, sent to the Senate Budget and Taxation Committee.

HB 1066 - Alters the period of time that Washington County deputy sheriffs are required to be placed on a probationary status; and provides that a Washington County deputy sheriff having the rank of major or below, rather than lieutenant or below, has tenure. Approved by the House, heard March 30 in the Senate Judicial Proceedings Committee.

HB 1407 - Provides that for nonresidential addition construction, a building excise tax imposed in Washington County applies only to that portion of the construction that exceeds the gross square footage of the nonresidential building prior to the beginning of construction for which a building permit has been issued; authorizes the County Commissioners of Washington County to provide individual exemptions for specific construction projects. Approved by the House, scheduled for hearing at 3 p.m. April 3 in the Senate Budget and Taxation Committee.

HB 1617 - Authorizes the creation of a state debt not to exceed $400,000, the proceeds to be used as a grant to the Board of Directors of the Young Men's Christian Association of Hagerstown, Maryland, Inc. for the construction and capital equipping of a gymnasium for the YMCA of Hagerstown. Funding approved in the capital budget.

HB 1618 - Establishes a Task Force to Study the Electoral Process for Members Serving on the Washington County Board of Education. Heard March 23.

HB 1655 - Authorizes a health officer in Washington County to issue civil citations for violations of specified nuisance control laws and regulations. Approved by the House, scheduled for hearing at 1 p.m. April 5 in the Senate Judicial Proceedings Committee.

SB 163 - Provides exceptions to the prohibition against operating or riding on a motorcycle without protective headgear. Heard Feb. 16.

SB 314 - Provides for an income tax credit for renewable energy to cover facilities placed in service on or after Jan. 1, 2006, but before Jan. 1, 2011. Approved by the Senate, jointly referred to the house Ways and Means and Economic Matters Committees.

SB 334 - Alters the membership of the Tri-County Council for Western Maryland. Approved by the Senate, heard March 30 in the House Environmental Matters Committee.
