Teen charged in rape of autistic woman



A Hagerstown teenager has been charged as an adult in the rape of an autistic Washington County woman.

The 17-year-old Hagerstown resident is charged with second-degree rape and second-degree assault, Washington County District Court documents state. He is accused of raping his 20-year-old stepsister, who has the mental capacity of a 7-year-old, documents state.

The teenager was arrested after his stepsister was taken to Washington County Hospital, where she spoke Thursday with Hagerstown Police about the rape.

The man was being held Monday night on $75,000 bond at the Washington County Detention Center, a spokesman there said.




Man charged with drug offenses



A Martinsburg, W.Va., man was charged with drug offenses early Sunday in Hagerstown.

Robert Lee McDowell, 35, of 635 1/2 N. Queen St., was charged with two counts of drug possession with intent to distribute, two counts of drug possession and three counts of possession of drug paraphernalia, Washington County District Court documents state.

Hagerstown Police arrested McDowell after discovering there was a warrant for his arrest.

Officers said they found marijuana and $500 in crack cocaine in McDowell's possession during a strip search at the police station.

McDowell was being held Monday night on $87,500 bond at the Washington County Detention Center, a spokesman there said.
