Washington County Department ofSocial Services

Michelle Hepburn has been appointed to the position of director of finance at the Washington County Department of Social Services. Her appointment was effective Dec. 7, 2005.

Hepburn's responsibilities include supervising all accounting functions, performing internal auditing, budget and contract management and procurement.

Hepburn, of Warfordsburg, Pa., previously was employed by City Hospital in Martinsburg, W.Va., as director of accounting.

She is a graduate of Shippensburg University and received a master's degree in business administration from Frostburg State University.

Panhandle Home Health

MARTINSBURG, W.Va. - Lisa Bivens, RN, CHPN, has been named the administrator of Panhandle Home Health Inc., effective Jan. 2

Bivens graduated from Shepherd University in 1983 with an associate of science degree. She began working for Panhandle Home Health as a staff nurse in 1984 and then was named home health intake coordinator. She has served as the agency's assistant director of clinical services for 15 years. She is a certified hospice and palliative care nurse, home care diagnosis coding specialist and a clinical OASIS specialist.


Exit Preferred Realty

WAYNESBORO, Pa. - Three people have joined Exit Preferred Realty in Waynesboro.

Moira Blake, of the Waynesboro area, was trained at the Institute of Real Estate Studies. She is licensed to sell and list real estate in Pennsylvania.

She graduated from Brunel University, London, U.K. She received a B.A. with honors from Towson University, Baltimore.

Jennifer Foster, of the Hagerstown area, was trained at Penn State Mont Alto. She is licensed to sell and list real estate in Pennsylvania.

Karen Stewart, of the Waynesboro area, was trained at the Institute of Real Estate Studies. She is licensed to sell and list real estate in Pennsylvania.

American Honda

GREENCASTLE, Pa. - Jamie Breese at Antrim Way Honda dealership in Greencastle has received national recognition from American Honda Motor Co.

Breese last month completed the training needed to become certified as an express change technician. Such certification requires on-the-job self-study coupled with classroom training.

WVU Hospitals-East

MARTINSBURG, W.Va. - Two people have been appointed to management positions within the West Virginia University Hospitals-East health system.

Robert W. Milvet Jr., the current chief financial officer for the West Virginia University Medical Corporation/University Health Associates in Morgantown, W.Va., has been named the system's vice president of finance.

Milvet, a certified public accountant, has 10 years of finance experience, including eight years in the health-care field. He has a B.S.B.A. in Accounting from WVU.

Joseph Powell, who has worked within WVUH-East as the director of physician practices for Gateway Health Services since January 2004, has been appointed divisional director of physician services and recruitment.

Powell, a graduate of Bridgewater College in Virginia, has nearly 20 years of experience in medical practice management as both an administrator and consultant.

He currently is responsible for the management of the Martinsburg and Inwood, W.Va., offices of City Urgent Care as well as several physician practices owned by Gateway Health Services.

He will continue overseeing practice management but also will focus on physician recruitment and serve as a liaison to all physicians within the health system.

Mary Kay

Janie Gallagher of Hagerstown has earned the use of a Mary Kay pink Cadillac.

Independent sales directors earn the use of Mary Kay career cars through their and their units' sales achievements.

Gallagher began her Mary Kay career as an independent beauty consultant in 1980 and became an independent sales director in 1982.

WAYNESBORO, Pa. - The Waynesboro office of Jack Gaughen Realtor ERA recognized three sales professionals for their performances in December

Bob Snurr, who has been a sales professional for 20 years, specializes in bank-owned properties and has earned the GRI and SRES designations.

Amy Bennett, a graduate of the Institute of Real Estate Studies, has a background in the financial industry.

Tim Hanna, a member of Pen Mar Regional Association of Realtors, National Association of Realtors and MRIS, is licensed to list and sell all types of real estate in Pennsylvania.

Saunders Tax& Accounting

The following students successfully completed the state of Maryland-approved Income Tax School conducted by Saunders Tax & Accounting in Hagerstown:

Denise Burgan, Vicki Clarke, Vickie Cordell, Eva Eichelberger, Todd Haines, William Hull, Angela LaTour, Curtis Mullenix, Violet Rice, William Spessard, Karen Webb and Robert Zisa.

The 11-week course was taught by Beverly Stitely, general manager of Saunders Tax & Accounting.
