Solicitor says moratorium on growth is illegal

GREENCASTLE, Pa. The Antrim (Pa.) Township Supervisors on Tuesday received an answer to the question, "Why can't we say 'no more development?'"

John Lisko, solicitor, said a moratorium on growth is illegal in Pennsylvania.

"If I allowed you to pass an ordinance imposing a moratorium, we'd all be sued," he said.

Scott Diffenderfer, supervisor, said he wishes the development could be paused as township officials ensure they have the ordinances and sewer capacity they need.

"I think we have an obligation to our community to stand up and say, 'We don't want this type of development until we have the facilities in place,'" Diffenderfer said.
