Police say 3 members of local familes face drug charges

A Hagerstown man, his mother and his mother-in-law were arrested and charged Monday with drug offenses after they allegedly followed through with an arranged drug deal with a confidential narcotics informant, the Washington County Narcotics Task Force said in a written release.

Jokari Lee Barnett, 27, of 832 Concord St., his mother, Bertha Marie Cooper, 46, of 838 Concord St. and his mother-in-law, Marcell Louise Burnett, 47, of 715 Salem Ave., each face drug charges, the release states.

The task force began watching Burnett's residence in September and allegedly used an informant to buy crack cocaine at that address, Sgt. Mark Holtzman said.

On Monday, Barnett was called by an informant who wanted to set up a drug deal, the release states. Barnett allegedly told the informant to meet him at his mother-in-law's house and he would give him $100 worth of crack cocaine, according to the release. But when the informant arrived, the crack allegedly was sold to him by Barnett's mother, Cooper, in the presence of his mother-in-law, Burnett, the release states.

Once the alleged deal was made, Cooper and Burnett left the residence, got into a car and drove away, according to the release. They were stopped in the 300 block of West Side Avenue and arrested, agents said.

Barnett was charged with crack cocaine distribution, possession with the intent to distribute crack cocaine, crack cocaine possession and conspiracy to distribute crack cocaine, the release states. He was being held Wednesday at the Washington County Detention Center on $50,000 bond, a jail spokeswoman said.

According to the release, Cooper was charged with three counts of conspiracy to distribute crack cocaine, crack cocaine distribution, possession with the intent to distribute crack cocaine, possession of drug paraphernalia and two counts of crack cocaine possession. She was being held Wednesday at the jail on $75,000 bond, the spokeswoman said.

Burnett was charged with two counts of crack cocaine distribution, three counts of possession with the intent to distribute crack cocaine, three counts of crack cocaine possession, two counts of conspiracy to distribute crack cocaine and possession of drug paraphernalia, the release states. Burnett was being held at the jail Wednesday on $100,000 bond, the spokeswoman said.
