Man, woman charged with multiple drug offenses

Two Hagerstown residents were charged with drug offenses Monday by Hagerstown Police officers.

Marcell Louise Burnett, 47, of 715 Salem Ave., was charged with four counts of manufacturing and distributing drugs, two counts of drug possession, two counts of possession with the intent to distribute drugs and possession of drug paraphernalia, according to Washington County District Court documents.

Bertha Marie Cooper, 46, of 838 Concord St., was charged with three counts of conspiracy to distribute drugs, drug distribution, drug possession with intent to distribute, two counts of drug possession, creating a nuisance and possession of drug paraphernalia, documents state.

A police informant allegedly purchased $100 in crack cocaine from Cooper and Burnett at 715 Salem Ave., documents state. Police later stopped the women in the 300 block of Westside Avenue, as they drove away from the home on Salem Avenue.

Documents state the vehicle Cooper was driving at the time allegedly was used to deliver crack cocaine to the same police informant Sept. 2 - the beginning of a drug investigation by Hagerstown Police involving Cooper and Burnett.

Cooper was being held on $75,000 bail Tuesday night at the Washington County Detention Center, according to a spokesman there. Burnett was being held on $100,000 bail, the spokesman said.
