Public's help sought in finding couple wanted by police

The Washington County Sheriff's Department is seeking the public's help to find a Hagerstown couple wanted on several counts of felony and misdemeanor theft charges in connection with allegedly shoplifting from several county stores, Investigator Greg Alton said.

Mark Dwayne Rice, 38, and Sandra Lee Rice, 44, who share a last known address of 428 Park Place, have been charged through arrest warrants in connection with the alleged thefts from between 15 and 20 stores dating to Sept. 1, he said.

Alleged stolen property was recovered during a search and seizure warrant executed on their house Monday, Alton said.

The Rices removed two of their children from school about three or four days ago, he said. Their whereabouts are unknown.

He said the Washington County Department of Social Services is assisting with the investigation.

Alton said the couple allegedly has used a teenage boy to help them steal from stores and allegedly has used a baby stroller to conceal stolen goods.


They allegedly have pawned some of the stolen items at local pawn shops and are known to allegedly steal items and return them shortly afterward for refunds, Alton said.

The couple allegedly has stolen from Wal-Mart, Kmart, Lowe's, Home Depot, Circuit City, J.C. Penney Co., Bon-Ton and Sears, he said.
