Man charged with making obscene phone call

A Williamsport man was charged Tuesday with making an obscene phone call to an officer at the Washington County Detention Center.

Paul Warren Melby, 52, of 8027 Dam No. 4 Road in Williamsport, was charged with telephone misuse, according to court documents.

A phone call Melby made to the detention center Tuesday was described in documents at "obscene, lewd, lascivious, filthy and indecent." An officer, working in the female housing area of the detention center, said she answered the phone at 2:30 p.m. and recognized Melby's voice, documents state.

When the officer answered the phone, Melby asked the officer to engage in sexual activities with him, documents state. The officer hung up but saw most of the caller's phone number, which was displayed, documents state.

The officer was familiar with Melby because he had been incarcerated at the detention center, documents state. The woman also had spoken with Melby on the phone before about Melby's wife, who is incarcerated at the detention center, documents state.

Melby was being held Wednesday on $2,500 bond at the detention center, according to a spokeswoman there.
