Man charged under sex offender registry law

A man convicted in 2002 of a sex offense in Prince George's County, Md., failed to notify the Sex Offender Registry Unit of a recent change of address in Hagerstown and was arrested Monday, the Washington County Sheriff's Department said in a prepared release.

David Howard Shapiro, 39, whose last known address is 140 W. Franklin St. in Hagerstown, was convicted in October 2002 of third-degree sex offense related to a victim younger than 15 years old in Prince George's County and was ordered to register as a child sexual offender, police said.

On Feb. 28, 2005, he registered with the Sheriff's Department and gave an address of 140 W. Franklin St. in Hagerstown, and was at that address until March 13, 2005, police said.

He was arrested Monday at the Department of Parole and Probation, where he had gone to keep an appointment with his parole officer, said Sgt. Art Overcash.

He was being held at the Washington County Detention Center on $20,000 bond, police said.

Shapiro was charged under the sex offender registry law for failing to register his address change and faces up to three years in prison and/or a $5,000 fine if convicted, Overcash said.

Overcash said sex offenders must notify the Sex Offender Registry Unit in writing within seven days of changing their addresses.

There are 108 registered child sex offenders living in Washington County, Overcash said.
