Proposed new Washington County Public Schools positions

The following is a list of the 96.5 new positions being called for in the Washington County Board of Education's $176.6 million proposed general fund budget for the fiscal year starting July 1.

The list does not include modifications to current positions such as expanded hours or paying for crossing guards during summer school because a grant expired.

Positions related to enrollment growth:

  • 12 elementary teachers, grades 1-5

  • an elementary physical education teacher

  • an elementary music teacher

  • an elementary art teacher

  • 16 high school teachers

  • an English Language Learning (ELL) teacher

  • a Family Center teacher

  • a guidance counselor for South Hagerstown High School (new to local budget because grant expires)

  • two special education teachers to address increase in elementary students with autism and emotional disturbances

  • four special education instructional assistants for expected increase in students with intensive needs

  • two special education instructional assistants for students with autism and emotional disturbances

  • two bus drivers

  • one facility planner

  • one high school assistant principal for Hancock Middle-Senior High School.

  • three Antietam Academy teachers



Increases related to meeting state and federal standards (No Child Left Behind and Bridge To Excellence acts):

  • seven kindergarten teachers for all-day kindergarten phase-in (two each for Fountain Rock and Williamsport elementary schools; one each for Clear Spring, Conococheague and Pleasant Valley elementary schools)

  • an elementary physical education teacher for all-day kindergarten phase-in

  • an elementary music teacher for all-day kindergarten phase-in

  • an elementary art teacher for all-day kindergarten phase-in

  • four high school teachers for academic interventions

  • six special education content teachers (to help meet adequate yearly progress and high school assessment graduation requirements)

  • three elementary behavior modification instructional assistants

  • one international baccalaureate teacher coordinator at North Hagerstown High School

  • a certification audit specialist for human resources

  • a human resources clerical position

  • three math/student achievement specialists for Boonsboro High, North High and Northern Middle School (the middle school position is not new, but new to the local budget because a grant expires)

  • an Instructional Technology/Library Media Programs resource teacher for Instructional Technology Department

  • an elementary world language teacher (adding world language program at Bester and Paramount elementary schools)

  • a high school dropout prevention instructional assistant so Boonsboro and Smithsburg high schools will each have one instead of sharing an instructional assistant

  • a coordinator of special programs for special education supervision

  • a clerical support position to supervisory staff



Transportation-related positions:

  • four bus assistants

  • three bus drivers for students with autism/emotional disturbances



Facilities maintenance positions:

  • 2.5 custodial personnel (one each for Salem Avenue Elementary and Williamsport Elementary; one half-time position for Emma K. Doub Elementary)

  • a heating, ventilation and air conditioning mechanic

  • a painter (to give the school system two painters)

  • an electrician



Support services positions:

  • a print shop specialist to provide a second shift to meet demand and utilize capacity
