Charges forwarded in shooting incident


All counts against a Hagerstown man charged in a December 2004 attempted armed robbery that left a man with a gunshot wound have been forwarded to Washington County Circuit Court, according to court records.

Washington County District Judge Ralph H. France II during a Wednesday hearing found probable cause to forward the charges against Felix L. Hawkins, 18, of 138 E. Franklin St.

Hawkins was charged with conspiracy to commit armed robbery and robbery, attempted armed robbery, attempted robbery, first- and second-degree assault, attempted theft less than $500 and reckless endangerment, police said.

Police allege Hawkins was one of three men involved in an armed robbery attempt and shooting at the Washington Gardens housing complex on Dec. 10, 2004. Police allege the victim in the incident was shot twice in the right leg following a dispute.

Jamel J. Smith, 19, of 309 S. Mulberry St., and Montague S. Sutherland, 17, of 650 N. Prospect St., Apt. 2, also were charged in the incident.

Hawkins' bond, originally set at $250,000, was reduced to $100,000 on Wednesday, records state.

Hawkins was being held at the Washington County Detention Center Thursday, a detention center spokesman said.




Multiple charges forwarded against man


All counts against a Hagerstown man charged in a December 2004 incident at the Friendly Cafe were forwarded to Washington County Circuit Court, according to court records.

Washington County District Judge M. Kenneth Long Jr., during a Thursday hearing, found probable cause to forward four charges against Rudolph T. Russ Jr., 23, of 974 B Security Road, records state.

Russ was charged with first- and second-degree assault, reckless endangerment and disorderly conduct, records state.

A Hagerstown woman alleged Russ struck her with a bottle near her eyebrow during a fight at the bar, according to records.
