Northern Middle getting a new roof

Northern Middle School will get a new roof this summer, although the cost was 60 percent higher than budgeted.

Rising petroleum costs contributed to a higher cost, Director of Budget & Finance Chris South told Washington County Board of Education members at Tuesday night's meeting.

The roofing material and the insulation material used under the roof contains petroleum, South said after the meeting.

The School Board voted 7-0 to approve a $678,260 base bid from Suburban Roofing Co. Inc., of Mechanicsburg, Pa., to replace the original roof from 1980.

Before that, the board voted 7-0 to transfer $253,260 from the maintenance projects budget to the systemic projects budget because the project came in over budget.


South said no specific maintenance projects will be eliminated due to the budget transfer. Often, part of the maintenance project budget is used as a contingency budget, he said after the meeting.

The board had $150,000 in local funds and $275,000 in state funds to pay for the roof, according to a memo about the project.

The bids ranged from the one approved, $678,260, to $959,000, the memo states.

Last September, the school principal sent a letter home to parents informing them that mold found at the school would be monitored and tested.

The mold issue was remedied, although Director of Facilities Management Rodney Turnbough said after the meeting that he was hesitant to say it was completely gone. The new roof should get rid of moisture and permanently fix the problem, he said.

The contract does not include the roof over the boiler room.

Turnbough said he would return to the board at some point to ask for that part of the roof to be replaced and to replace the original cooling tower and chiller. The tower would need to be removed to replace that part of the roof.

Before the meeting, Turnbough said if summer school is scheduled at Northern Middle this year, the program will be moved because of the roof work.
