Property will become housing

A new community development organization hopes to turn an East Baltimore Street property with an auto shop into homes, the organization's president said Friday.

The project is being handled by Hagerstown Neighborhood Development Partnership Inc., which has been established to foster commercial and residential redevelopment in downtown Hagerstown.

Richard Phoebus Sr., the development corporation's president, said a sale contract has been signed to buy the property on the first block of East Baltimore Street. He said the property currently holds buildings used for auto businesses, including Massey Auto Body.

Phoebus would not disclose the contract sale price because, he said, the price still was under negotiation.

Phoebus said his organization either would partner with a developer or make the land available to a developer to build moderate-income to upscale housing.
