Nine people in four states face drug charges

Several people, including the owner of several Hagerstown businesses, were charged Friday in connection with an ongoing drug investigation by multiple law enforcement agencies, the Washington County Narcotics Task Force said Tuesday.

The task force, Hagerstown Drug Enforcement Administration and Maryland State Police executed search warrants in Chambersburg, Pa.; Winchester, Va.; Martinsburg, W.Va.; and Hagerstown on Friday, the task force said.

About $8,000, two handguns, and an undisclosed quantity of cocaine were found, the task force alleged.

Among those charged were Dwight A. Glenn, 34, of 1544 Iris Court in Hagerstown, the task force said. Glenn is the owner of Miami's Shoe Store on East Franklin Street, the One Stop convenience store on East Washington Street and First Cousins Salon and Barber Shop on West Franklin Street, the task force said.

The task force said federal charges were filed against the following people:

  • Glenn was charged with 11 counts of distribution of cocaine, two counts of interstate trafficking and one count of conspiracy to distribute in excess of 500 grams of cocaine.

  • Tanya M. Jackson, 35, of 17920 Hickory Lane in Hagerstown, was charged with two counts of interstate trafficking and one count of conspiracy to distribute in excess of 500 grams of cocaine.

  • Michael D. McDowell, 52, of 254 Queen St. in Chambersburg, Pa., was charged with one count of conspiracy to distribute in excess of 500 grams of cocaine.

  • Thomas S. White, 24, of 1028 Rosehill Ave. in Hagers-town, was charged with one count of conspiracy to distribute in excess of 500 grams of cocaine.

  • James A. Frisby, 21, of 106 Chatham St. in Winchester, Va., was charged with one count of conspiracy to distribute in excess of 500 grams of cocaine.

  • Michael D. Brown, 23, of 510 Arch St. in Martinsburg, W.Va., was charged with one count of conspiracy to distribute in excess of 500 grams of cocaine.


The task force said state charges were filed in Maryland against the following:

  • Dennis W. Haines, 40, of 140 N. Potomac St., was charged with one count each of conspiracy to distribute in excess of 500 grams of cocaine and malicious destruction of property.

  • Elizabeth Ann Shanton, 40, of Hagerstown, was charged with possession with intent to distribute cocaine and possession of marijuana.

  • Sean P. Glenn, 33, of 1611 Race St. in Martinsburg, W.Va., was charged, as a fugitive from Maryland with conspiracy to distribute and possession of cocaine.
