List of fees, increases in Hagerstown budget

The Hagerstown City Council adopted the following new fees Tuesday as part of the city budget for fiscal 2005:n Planning Department zoning verification fee: $25 per single-family home; $50 for all others.

  • Fire department juvenile intervention program fee: $150 per child.



The following fee increases were adopted:

  • Utility fee (charged to electric, phone and water utility companies serving within city): $3,500, an increase of $500.

  • n Department of Motor Vehicle flagging for municipalities fee: $55, up $5.

  • Bad check fee: $35, up $2.

  • New residential building permit: $5 per $1,000 of assessed value, up $1.50 per $1,000.

  • Commercial plumbing permit application fee: $50, up $30.

  • Commercial and residential plumbing, per fixture fee: $5, up $1.

  • Engineering review fee for a subdivision: $100 application fee, up $50; $50 per lot, up $40 per lot.

  • Engineering review fee for a site plan: $100 application fee, up $50; plus $100 per acre, up $90 per acre.

  • Engineering review fee for a traffic study: $1,500, up $1,000.



Planning department


  • Simplified plat fee for a subdivision: $150, up $50.

  • Final plat fee for a subdivision: $200 plus, up $50; plus $40 for each created lot, up $25.

  • Preliminary plat for a subdivision: $225, up $50; plus $40 per created lot, up $5.

  • Board of Zoning Appeals filing fee for a special exception: $300, up $50. Special exceptions to run an office out of a home will cost $75.

  • Board of Zoning Appeals filing fee for a variance for nonresidential customers: $250, up $100.

  • Board of Zoning Appeals filing fee for a change or expansion in nonconforming uses: $200, up $50.

  • Rezoning: $1,000 plus $10 per adjacent property, up $10 per adjacent property.

  • Full residential site plan: $200, up $100; plus $15 per unit, up $5.

  • Full nonresidential site plan: $400, up $200; plus $50 an acre (no change).

  • Staff-approved site plan: $150, up $50.



Police department


  • Copy charges: $5 for first four pages; $1 each additional page; no change for first four pages, 75-cent increase for each additional page.

  • Civilian fingerprinting fee: $12.50, up $2.50.

  • Tape duplication fee: $25, up $10.

  • Special assignment fee (security, school events): $40, up $3.25.

  • Court document service: $35 per document, up $5.

  • Burglar alarm application fee for a residence: $25, up $5.

  • Burglar alarm application fee for a business: $45, up $5.

  • False burglar alarm fines: first, $25, up $15; second, $50 (no change); third, $100 (no change); fourth, $150 (no change).



Fire department


  • Blasting permit: $30, up $10.

  • Report copy fee: $5 for four pages, up $3.



Other changes


  • Municipal Golf Course greens fees: $8 for nine holes, up 50 cents; $11 for 18 holes, up $1.50; $12 for weekends and holidays, up $1.50; $7 for seniors, nine holes, up $1; $9 for seniors, 18 holes, up $1.50.

  • Municipal Golf Course yearly passes: various rates, $200-$415, up $0-$55.

  • Water and sewer: all metered rates up 3.5 percent.

  • Annual trash collection: $98, up $7

  • Parking deck permits: regular customers, $47.50 per month, up $2.50 per month; late fee, $10 (no change); city employees, $37.50 per month, up $2.50 per month); assigned space, $100 (no change).

  • Parking lot permits: All would increase $2.

  • Engineering review fee for a simplified plat: $75 flat fee (has been considered as either subdivision or site plan).
