Friday's Lotta Blues Concert will take place from 4 to 9 p.m. at the central parking lot in downtown Hagerstown. Saturday's dual-stage street festival will be held at the same location from 11:30 a.m. to 7:30 p.m. And Sunday's free family festival in Hagerstown's City Park is slated for noon to 5 p.m.
