Navy Petty Officer 3rd Class Richard Lee Stover Jr., son of Mary and Richard Lee Stover of Williamsport, recently participated in Operation Vigilant Resolve while assigned to the aircraft carrier USS George Washington, homeported in Norfolk, Va.
Stover is a 1991 graduate of Williamsport High School.
