City man charged in shooting

A Hagerstown man was arrested Thursday in connection with a Feb. 4 shooting near West Franklin Street, Hagerstown Police Department Lt. Richard Johnson said in a release.

Terrell Devon Rivers, 21, of 251/2 W. Franklin St., was charged with attempted first-degree murder, attempted second-degree murder, first-degree assault, second-degree assault, reckless endangerment and several handgun-related charges, the release said.

Johnson said police responded to the sound of gunshots at 10:21 p.m. on Feb. 4 at the rear of 25 W. Franklin St. When police arrived, they found no suspects or victims, but did find nine 9 mm shell casings.

Two days later, a man came to police alleging that he had been shot Feb. 4 at about 10:15 p.m., where police had found the shell casings, police said.

The man said he had gone that night to the location to buy drugs, but the man who approached him was not the man he planned to buy drugs from that night, but instead was someone he had bought drugs from the previous week.

Johnson said the suspect alleged he had been ripped off and walked away. When the suspect returned, he had a gun and aimed it at the man, who was seated in his car. The suspect allegedly fired shots at the car as the man drove off, one of the bullets entering the man's lower back, police said. The bullet later was removed from the man's back by friends, police said.

After an investigation, police showed the victim Wednesday a photo lineup of suspects and Rivers was identified as the shooter.

Rivers was being held Friday without bond, Johnson said.
