Man cut by meat cleaver charged with assault

A man who was cut with a meat clever Sunday was arrested on domestic assault charges, police said.

Hagerstown Police Department Lt. Rick Johnson said investigators believe the woman was defending herself from an attack.

Court records say police charged Julio Velazquez, 32, of 158 S. Prospect St., with second-degree assault and malicious destruction of property in connection with a 10:28 p.m. incident Sunday.

Police allege Velazquez ripped Terri Anne Lowrey's clothing and punched her multiple times in the face at their residence. Lowrey suffered swelling and redness around the eyes, mouth and cheeks and bruising on the right side of her throat, police said.

Police allege that Lowrey responded by cutting Velazquez on the back and shoulder with a meat clever after he followed her into the kitchen.

Velazquez, who refused medical treatment despite substantial bleeding, kicked out the back window of a police cruiser while being detained, Johnson alleged.

Velazquez was being held Wednesday afternoon at the Washington County Detention Center on $5,000 bond, a spokesman said.
