Eloise V. Harbaugh


Eloise Virginia Harbaugh, 88, formerly of Kensington Drive, Hagerstown, died Tuesday, Oct. 21, 2003, at Ravenwood Nursing Home in Hagerstown.

Born April 22, 1915, in Funkstown, she was the daughter of the late Richard Ritter and Virgie Martha Ridgely Lowman.

Her husband, Donald F. Harbaugh, died in 1982.

She was employed by Otterbein United Methodist Church.

She was a member of Otterbein United Methodist Church, United Methodist Women and Church Women United of Hagerstown.

She was a member of Order of the Eastern Star, Queen Esther Chapter.

She is survived by one daughter, Barbara Measell of Great Falls, Va.; and two granddaughters, Donna McMullen of Durham, N.C., and Rebecca Owens of Ashburn, Va.

She was preceded in death by one brother, Richard R. Lowman Jr.

Services will be Saturday at 11 a.m. at Minnich Funeral Home, East Wilson Boulevard, Hagerstown. The Rev. Stephen D. Robison will officiate. Burial will be in Rose Hill Cemetery.

The family will receive friends today from 7 to 9 p.m. at the funeral home.

Mark W. Stephens


MARTINSBURG, W.Va. - Mark Wayne Stephens, 43, of Martinsburg, died Wednesday, Oct. 22, 2003, at City Hospital in Martinsburg.

Born May 29, 1960, in Berkeley County, W.Va., he was the son of Margaret A. Keesecker Stephens of Martinsburg and the late Ralph L. Stephens.

He was a 1979 graduate of Martinsburg High School.

He was previously employed as a bakery manager by Martin's in Winchester, Va.

He was a member of Second Baptist Church.

In addition to his mother, he is survived by three sisters, Julia A. Gatrell of Martinsburg, Karen L. Butcher of Myrtle Beach, S.C., and Pamela M. Butcher of Martinsburg; two brothers, Craig D. Stephens of Inwood, W.Va., and Scott H. Stephens of Martinsburg; nieces; nephews; and great-nephews.

He was preceded in death by one sister, Cynthia J. Stephens.

A memorial service will be held Saturday at 4 p.m. at Brown Funeral Home, Martinsburg. The Rev. Malcom Cadd will officiate.

Burial will be private.

Robin L. Salgueiro


CHARLES TOWN, W.Va. - Robin Lynn Williams Salgueiro, 40, of Charles Town, died Wednesday, Oct. 22, 2003, at Blue Ridge Care and Rehabilitation Center in Charles Town.

Born Aug. 13, 1963, in Jefferson County, W.Va., she was the daughter of Kenneth L. Staubs Sr. and Suzanne Williams Staubs of Charles Town.

She attended Jefferson High School in Shenandoah Junction, W.Va.

She had been employed by Lori Bourne Racing Stables at Charles Town Races.

She was of the Baptist faith.

In addition to her parents, she is survived by two sons, Justin L. Williams and Ruben Ramirez Jr., both of Ranson, W.Va.; and three sisters, Tracey Carpegna of Martinsburg, W.Va., Tammy Carson of Falling Waters, W.Va., and Cindy Cole of Summit Point, W.Va.

Services will be Saturday at 11 a.m. at Melvin T. Strider Colonial Funeral Home, Charles Town. The Rev. Mike Hoffmaster will officiate.

Burial will be private.

The family will receive friends today from 7 to 9 p.m. at the funeral home.

Edith E. Thomas


KEARNEYSVILLE, W.Va. - Edith E. Thomas, 95, of Kearneysville, died Wednesday, Oct. 22, 2003, at her home.

Born April 20, 1908, in Shenandoah, Va., she was the daughter of the late Ernest and Mary Maye Foltz.

She was preceded in death by her husband, Alton W. Thomas, in 1955.

She was a member of Grace Reformed Church of Christ and the Women's Guild.

She is survived by two daughters, Betty Hall and Darlene Stride, both of Kearneysville; two sisters, Maye Wing of Arlington, Va., and Nellie Blakemore of Stanley, Va.; two brothers, Woody Foltz of Fairfax, Va., and David Foltz of Buchannon, Va.; five grandchildren; three great-grandchildren; and nieces and nephews.

She was preceded in death by two sisters and three brothers.

Services will be Saturday at 2 p.m. at Grace Reformed Church of Christ in Kearneysville. The Rev. Mary Mason will officiate. Burial will be in Kearneysville Presbyterian Church Cemetery.

The family will receive friends today from 7 to 9 p.m. at Melvin T. Strider Colonial Funeral Home, Charles Town, W.Va.

Robert L. Buracker Sr.


SHEPHERDSTOWN, W.Va. - Robert Lee Buracker Sr., 67, of Shepherdstown, died Thursday, Oct. 23, 2003, at his home.

Born Sept. 28, 1936, in Kearneysville, W.Va., he was the son of Elizabeth and Mr. Buracker.

He retired from the West Virginia Department of Highways in Jefferson County, W.Va.

He served in the U.S. Air Force for 20 years.

He was of the Baptist faith.
