The County Commissioners chose Hankinson from a pool of 38 applicants. County officials interviewed nine applicants.
Hankinson, who has 23 years of experience in the field, most recently worked as the human resources manager for Essroc Cement in Martinsburg, W.Va., according to a written county statement.
He has a master of science degree in industrial relations from West Virginia University and a master's in business administration and a bachelor of science degree from Frostburg State University.
Hankinson, who lives in Hagerstown with his wife, Donna, has been acknowledged as a Certified Professional in Human Resources through the Society for Human Resources Management.
Hankinson has held management positions in human resources in Hagerstown and Chula Vista, Calif., with Goodrich Aerospace; in Chambersburg, Pa., with the James River Corp.; and in Newport News, Va., with Newport News Shipbuilding, the written statement says.
He worked for 12 years in the human resources field at the Mack Trucks' plant north of Hagerstown.
"I am anxious to apply what I have learned over my 23 years in human resources management to the county's challenging position," Hankinson said in a written statement.
