Harpers Ferry man dies in W.Va. 9 crash

CHARLES TOWN, W.Va. - A Harpers Ferry, W.Va., man died at Jefferson Memorial Hospital on Saturday morning after his pickup hit a tree, the Jefferson County Sheriff's Department said.

Vincent R. Tapper, 67, was pronounced dead at 9:49 a.m., Deputy R.L. Fletcher said.

It was the third traffic fatality in less than 24 hours on Tri-State area roads.

Zachary Marshall Jones, 18, of near Hedgesville, W.Va., died Friday afternoon when he collided head-on with a tractor-trailer while passing another vehicle on W.Va. 9 near Berkeley Springs, West Virginia State Police said.

Cindy Lou Bloyer, 45, of Hagerstown, died early Saturday morning from injuries she received when she was hit by a vehicle while walking along U.S. 40 about 9:30 p.m. Friday, Maryland State Police said.


Witnesses said Tapper's 1997 Ford pickup swerved off Mission Road in front of Mission Tabernacle Church after its side view mirror was clipped by another pickup that left the scene, Fletcher said.

The second pickup was described as tan and was driven by a man, Fletcher said. It had a damaged mirror on the driver's side, he said.

Anyone with information about the pickup is asked to call the Jefferson County Sheriff's Department at 1-304-728-3205.

The accident occurred around 9 a.m. east of Charles Town, Fletcher said.

Tapper was being taken by ambulance to a helicopter landing zone at Blue Ridge Elementary School when his condition worsened and the ambulance was diverted to the hospital, Fletcher said. The ambulance arrived at the hospital at 9:39 a.m.

Tapper did not have his seat belt on and the pickup did not have airbags, Fletcher said.

Mission Road was closed both ways for about an hour following the accident, Fletcher said.
