'Safety-security specialist/risk manager' hired by School Board

With an eye on school safety, the Washington County Board of Education hired a new administrator Tuesday morning to specialize in security.

Ernest Paul Rudolph's title will be "safety-security specialist/risk manager."

His salary will be $64,000, said William Blum, chief operating officer for the school system.

"We're responsible for 20,000 students and 2,500 employees," Blum said in an interview Tuesday afternoon. "In this age of Columbine and terrorism in the Washington area and international terrorism, we have enhanced our security awareness, policy and procedures."

Rudolph is coming to Washington County Public Schools from the Federal Emergency Management Agency, where he has been an occupational safety and health specialist in Washington, according to Donald Francis, the school system's human resources director.


Previously, Rudolph was the director of safety for Valley Health Systems in Winchester, Va., according to a school district press release.

Rudolph currently is an adjunct instructor at Shepherd College, the press release says.

The college's Web site lists him as a lecturer at Shepherd College's Community and Technical College.

Blum said that Rudolph, as safety-security specialist/risk manager, will have two main responsibilities - one is security and emergency management, the other is safety and workers' compensation.

New federal and state education laws require school systems to show how they're working to be safe, Blum said.

Tasks that Rudolph will take on were previously handled by the chief operating officer, the director of facilities management and other administrators, Blum said.

The school system narrowed 45 applications down to five finalists, then chose Rudolph a week ago, according to Blum.

Rudolph is expected to start his school job within two or three weeks, Blum said.

Among the other appointments the Board of Education approved Tuesday:

  • Duane A. McNairn was named assistant principal at South Hagerstown High School

  • J. Scott Woods was transferred from assistant principal at Lincolnshire Elementary School to principal at Clear Spring Elementary School

  • Eric J. Michael was named assistant principal at Williamsport High School

  • The board announced the retirement of Patricia Leonard after 36 years with the school system.
