Anonymous tip leads to drug charges


Two men were charged Friday with several counts of drug possession after Maryland State Police got an anonymous tip, police at the Hagerstown barrack said.

Police were notified that Lloyd Chappell Jr., 22, who was wanted on outstanding warrants, was at his home at 954-B Security Road, police said. The warrants included two from Frederick County, Md.

Chappell and Ryan Lewis Swisher, 24, address unavailable, were charged with possession of heroin, possession of marijuana and two counts of possession of drug paraphernalia after police found 9 grams of suspected marijuana, an aluminum foil pipe, more than 70 used hypodermic needles, syringes, spoons containing heroin residue and soda cans used to smoke marijuana, police said.

Chappell was also charged with maintaining a common nuisance, police said.

Both were awaiting a bond hearing, police said.




City woman, N.Y. man face cocaine charges


Hagerstown police charged a Hagerstown woman and a New York City man with possession of crack cocaine and possession of crack cocaine with intent to distribute Friday after a drug-sniffing police dog detected the drug in a car, police said.

Jullisa Small, 22, of 412 Reynolds Ave., and James Adrian Best, 22, of 1384 Hancock St., New York, N.Y., were charged after police found three large pieces of suspected crack cocaine in a flashlight on the console of Small's Mitsubishi Montero, which was double-parked at 120-124 N. Prospect St., police said.

Police were searching for a suspect in another incident and allegedly saw him leaving the car before the arrests occurred, police said. The man fled on foot and was not apprehended.
