Former official registers as a sex offender

HAGERSTOWN, MD. - A former Hagerstown City Council member who was convicted of a sex offense charge in 2000 was released from prison April 5 after serving three years and has registered locally as a sex offender, according to authorities.

Steven Kenneth Spalding, 49, had been accused of contacting an 11-year-old girl in an Internet chat room in 1997, according to court documents. In 1999, he met her face-to-face for the first time, after which he had sex with her at least five times, police had said.

Spalding pleaded guilty to a third-degree sex offense in July 2000. He was sentenced to 10 years in prison, with five years suspended.

Spalding, whose address is listed as 609 Ravenswood Drive in Maryland Division of Parole and Probation records, received "good time" credits that allowed him to be released two years early, said Racine Winborne, a spokeswoman for the Maryland Division of Parole and Probation.

Spalding will remain under supervision by Parole and Probation for the two years remaining in his sentence, Winborne said.

As a condition of his release, Spalding is not allowed to have contact with the victim or her family, Winborne said. He is required to enroll in a mental health and sex offender treatment program and pay $280 to the Maryland Criminal Injuries Compensation Fund, she said.

Spalding registered as a sex offender with the Washington County Sheriff's Department on April 10, said Sgt. Arthur Overcash who oversees the county's sex offender registry.

Spalding served on the City Council from 1981 to 1989. He worked for Washington County's engineering department from 1991 to 2000.
