Police release names of two killed in crash

Hagerstown City Police on Wednesday released the names of two men who died when the stolen car in which they were riding crashed into a parked car on South Potomac Street a day earlier.

Ronald Carpenter, 23, of 271 S. Prospect St., Apt. 8, Hagerstown, and formerly of Manhattan, and Dewayne Davis, 20, of 4447 S. 7th Ave., Bronx, N.Y., died after the Pontiac Bonneville in which they were riding crashed, police said.

A Hagerstown City Police officer parked at Bester Elementary School estimated that the car carrying four men passed him at 80 mph at 2:21 a.m. Tuesday and crashed into a parked car about 250 feet south of the school, police said.

Clifford Cochran, 19, and Moses Heckstall, 21, both of New York City, were treated at Washington County Hospital and released.

The driver, Cochran was charged with two counts of manslaughter by vehicle, reckless driving and driving with a suspended license. He was being held Thursday at the Washington County Detention Center on $250,000 bond.

Heckstall's sole charge of motor vehicle theft was dismissed Thursday and he was released from custody, jail officials said Thursday night.

Police said the car was stolen from a Frederick Street home.
