One man wanted in a March 13 robbery and assault near the Holiday Motel was taken into custody Tuesday morning on Berger Alley, and a second man turned himself in just before 8 p.m., Hagerstown City Police said.

Stephen Arthur Hoopengarner, 20, of 302 N. Potomac St., Apt. 3N, was charged with robbery, conspiracy to commit robbery, misdemeanor theft, second-degree assault and reckless driving, police said.

He was being held on $50,000 bond at the Washington County Detention Center Tuesday night.

Through Detective Chris Kayser's investigation, Hoopengarner and another man were developed as suspects in the case.

An active arrest warrant was issued Monday for Charles Wayne Clevenger, 21, whose last known address was 11905 Harp Road, Hagerstown. Just before 8 p.m. Tuesday, Clevenger walked into police headquarters and turned himself in, Detective Tammy Miller said.

Clevenger was charged with robbery, conspiracy to commit robbery, misdemeanor theft and second-degree assault, police said. He was awaiting an appearance before a bond commissioner late Tuesday.

The victim told police he was returning to his residence from a downtown club at 3:17 a.m. last Thursday. When he arrived at the Holiday Motel at 12 N. Prospect St., he was approached by several men.

A conversation took place between the victim and the men and the men left walking east in the alley beside the motel, police said.

Several minutes later the men returned in a blue or gray Chevrolet Cavalier or Oldsmobile Ciera. As the victim approached the vehicle they again talked, at which time the victim told police he took out his wallet to give them some information.

The men took the victim's wallet and began to drive away, dragging the victim for about 30 feet. He refused treatment for minor abrasions, police said.
