Elizabeth N. Plume, a Western Heights Middle School eighth-grader, was named Youth of the Month for January.

Plume, 13, received the designation at Tuesday's meeting of the Washington County Commissioners.

Commissioner James F. Kercheval presented her with a certificate of merit and a $50 savings bond.

Plume was nominated by Michael Markoe, the school principal.

"I consider her to be one of the finest young ladies in Hagerstown," Markoe said in his nomination form.

Plume is a Character Counts delegate, a student council representative and has been on the honor roll.

She is the daughter of Robert and Cathy Plume.

She is editor of the school newspaper, does daily morning announcements for the school and tutors fifth-grade students.

She attends Sunday school at Otterbein United Methodist Church, where she plays handbells as a member of the church choir.
