HPD charges threewith drug violations

The Hagerstown Police Department has charged three Hagerstown residents with drug violations after a drug bust Thursday at about 9:45 p.m.

Melanie Dawn Carson of 244 Frederick St. and Jody Blaine Kelbaugh of 358 S. Potomac St. were charged with distribution of crack cocaine, conspiracy to distribute crack cocaine, possession with intent to distribute crack cocaine, possession of crack cocaine and possession of drug paraphernalia.

Samantha Kay Oyler of 721 W. Washington St. was charged with conspiracy to distribute crack cocaine.

Police said they used a confidential informant to buy drugs, leading to the arrests.

Kelbaugh and Oyler were being held on $20,000 bond at the Washington County Detention Center on Friday night, a prison official said. Carson was released on $10,000 bond.

Accident sends girl, 3, to Hershey, Pa., center

MERCERSBURG, Pa. - An early evening accident Thursday on Pa. 75 left a man and his 3-year-old daughter in serious condition and temporarily knocked out electrical power to more than 200 homes, police and hospital officials said Friday.


Pennsylvania State Police in Chambersburg said the crash occurred around 5:15 p.m. when a 1994 Toyota Land Cruiser driven by David Boyer, 17, of Frederick, Md., west on Claylick Road failed to stop at a stop sign at the intersection of Pa. 75.

Ray Clark, 45, of Clear Spring, was northbound on Pa. 75 in a 1984 Dodge pickup and swerved in an unsuccessful attempt to avoid hitting Boyer's vehicle. After the impact, the pickup crashed into a utility pole, police said.

In the truck with Clark were Annette Clark, 43; Rachel Clark, 3; and Miranda Clark, 11. None was wearing seat belts, police said.

Neither Boyer nor his passenger, Hugh Wescott, 17, of Greencastle, Pa., was injured. Both were wearing seat belts, police said.

Rachel Clark was listed in serious condition Friday night at Penn State Milton S. Hershey Medical Center in Hershey, Pa., a nursing supervisor said.

Ray Clark was listed in serious condition at Washington County Hospital. Annette and Miranda Clark were treated at Washington County Hospital and released, a spokeswoman said.

Middletown, Md., man shoots himself in hand

FREDERICK, Md. - A Middletown, Md., man was treated at Frederick Memorial Hospital on Friday for an accidental gunshot wound, the Frederick County Sheriff's Department said.

Harry Philip Krantz, 66, of Middletown, was at his home looking at a derringer about 2 p.m. Friday when he accidentally pulled the trigger, wounding his left hand, police said. He was released from the hospital after being treated.

Gapland man, 40,faces theft charges

FREDERICK, Md. - A Gapland man has been charged with theft over $500 as part of an ongoing investigation into several thefts from businesses and homes in the Frederick County area, the Frederick County Sheriff's Department said.

Troye Bealer, 40, of Rohrersville Road, Gapland, was charged Thursday and taken to the Frederick County Adult Detention Center and later released, police said.

Frederick City police bring drug charges

FREDERICK, Md. - Frederick City Police charged two people in connection with alleged drug activity at the Quality Inn on Prospect Boulevard.

Police charged Talia Monique Connor, 22, of the 200 block of West South Street and Abiri Akee Akeem Taylor, 19, of the 300 block of Madison Street with cocaine distribution, possession of cocaine with intent to distribute, possession of cocaine and conspiracy charges relating to the cocaine offenses.
