Commissioners snub reworked development plan

The Washington County Planning Commission on Monday unanimously rejected proposed revisions to a development plan that was approved several years ago.

The revisions would have allowed a 30-by-50-foot swimming pool and a 3,204-square-foot "L"-shaped recreational building at the Woodbridge Apartment Community, formerly known as College Heights Apartments on Robinwood Drive.

The developer, Gerald A. Cump & Associates Inc. of Hagerstown, asked for the revisions to the complex's Planned Urban Development (PUD).

The Planning Commission rejected the request, stating the PUD was several years old.

They said they did not want to set a precedent for changing PUDs after they went to public hearings and received approval.

The commission members also said if the changes were approved, the public would not have been given the opportunity to comment on those changes.

"There's people to be dealt with all around the swimming pool ..." Commission member Donald Ardinger said. "They're the ones who are going to live with the noise ... kids yelling."
