Man charged with not registering as offender


A man who has been living in Hagerstown for four months without registering as a child sex offender was jailed Monday on $10,000 bond, Washington County Sheriff's deputies said.

Neman Brian Rowe, 29, of 616 Linganore Ave., was served with a warrant Monday after it was learned he had been living in the Hagerstown area since October, said Sgt. Art Overcash.

The Sheriff's Department investigation was launched after the information came to the attention of Agents Todd Grindle and Ian Willock of the Hagerstown office of the Maryland Department of Parole and Probation.

That investigation revealed Rowe had been convicted of a second-degree sex offense in 1992 and was previously registered in Howard County, Md.

If convicted of failing to register as a child sex offender, Rowe could face up to three years in prison and/or a $5,000 fine.

Rowe is the second convicted sex offender in the past two weeks found to be living in the Hagerstown area without registering as required by Maryland law.




One charged, two cited in parking lot scuffle


SCOTLAND, Pa. - An argument outside the Super 8 motel in Greene Township, Pa., Sunday morning led to the arrest of one man and citations against two women, Pennsylvania State Police said.

Kelly Keith and Laura Thomas, both of Chambersburg, Pa., were arguing with another woman over the phone at around 7:50 a.m., police said.

Derrick Jones, of Chambersburg, then struck Keith and Thomas with his hands and pushed them down in the motel parking lot, causing minor injuries, police alleged.

Jones was arraigned on two counts of simple assault and harassment and committed to Franklin County Prison on $5,000 bail, police said. He was still in the prison Monday, a prison spokeswoman said.

Keith and Thomas were cited for harassment, police said.

The motel is at 3648 Olde Scotland Road.




Student charged with weapons possession


CHAMBERSBURG, Pa. - A student at J. Frank Faust Junior High School was charged with possessing a weapon on school property and delivery of a controlled substance Thursday morning, Chambersburg Police said.

Police said the juvenile was charged after marijuana and suspected cocaine were delivered to another student at the school at 1957 Scotland Ave.




Police looking for males who robbed teen


CHAMBERSBURG, Pa. - Chambersburg Police were looking for a group of males who assaulted and robbed a 16-year-old boy Friday evening.

The victim and several friends were stopped at around 6:15 p.m. on Grandview Avenue by a group of seven or eight males who appeared to be age 17 or older, police said.

Members of the gang pushed around and searched the victims' pockets, taking $14 from the 16-year-old, police said.

The robbers headed toward the Barclay Village area, police said. Some of them were wearing large, dark "bubble" style jackets.
