City backs Pangborn Park parking plan

The Hagerstown City Council on Tuesday gave general support to a proposal intended to solve a possible parking problem at Pangborn Park.

The city is considering paying $25,000 for about an acre of land that could be used for a public parking lot next to the park. The city would buy the land from developers who want to build 60 triplex units next to the park.

The city Planning Commission approved a site plan for the proposed development last November.

Part of the development, which would stretch on Pangborn Boulevard from the park to Security Road, would be built on top of the park's overgrown parking lot.

The Planning Commission also voted to recommend the council waive a requirement that the development include an acre of open space, provided developers Richard McCleary and David Lyles sell land to the city for public parking. There's room for 19 regular spaces and two handicapped spaces on the land, city officials said.

It would cost the city $50,000 to put in the parking lot, for paving, lighting and related expenses, in addition to the $25,000 the city would pay the developers for the land, city officials said.

The project is a revision of an earlier proposal that was rejected by the council last May. At that time, the developers wanted a special zoning designation to build 28 townhouses and 48 apartment units in three apartment buildings.

The developers needed a special zoning designation called a Planned Unit Development (PUD) to build apartments and townhouses there. Without council approval of the PUD, construction is limited by the current residential zoning designation on the property.

The council vote to deny the request was 4-1, with Councilman N. Linn Hendershot in the minority. Hendershot said the park needs the 1.5 acres next to it that would have been given to the city under the developers' proposal.

Lyles is a member of the city Planning Commission, but he did not participate in commission discussion of the proposed development.
