The City of Hagerstown has appointed an Allegheny Energy employee director of the City Light Department.

Michael Spiker, 45, of Hagerstown, will replace Terry Weaver, who has been director since 1991.

Weaver is retiring Nov. 27 after working for the city for 29 years. Spiker will start working for the city Nov. 12.

Weaver's annual salary is $73,174, city spokeswoman Karen Giffin said. Spiker's annual salary will be $70,948.

For 11 years, Spiker has served as an operations manager in the lines and substation group at Allegheny Energy's Williamsport Service Center. He was a lineman for the company for 13 years.

He is going to work for the city because it will provide personal growth, he said Friday. He also wants to help the city as it grows.

Through his Allegheny job, he has worked with city employees, including Weaver.

"He has always been an excellent help to us," Weaver said Friday. "I believe he will be good for the utility."
