Man accused of statutory sex assault gets prison time

CHAMBERSBURG, Pa. - A Chambersburg man accused of partying with a 14-year-old girl in a borough motel room last November will spend at least 11 months in the county prison.

Kevin High, 25, of 230 Ramsey Ave., previously pleaded no contest to one count of statutory sexual assault. Franklin County Court by Judge Carol Van Horn sentenced him Wednesday in to serve 11 to 23 months in Franklin County Prison.

She also ordered him to serve 36 months on probation following his parole period, undergo any sex offender treatment deemed necessary and mandatory DNA testing.


A no contest plea means a defendant is not admitting guilt but will not offer a defense.

High is eligible for the work-release program and is not to have contact with the victim or her family.

According to allegations in court records, High and three other men partied with a 14-year-old girl and a 16-year-old girl at the Chambersburg Travel Lodge in late December.

Charges were not filed until February after the 14-year-old's mother found out about the incident, according to court records.

High arrived after the girls, who had allegedly been drinking and smoking marijuana, the affidavit of probable cause said.

High told police he did not take any alcohol to the party and did not drink any, according to court records.

The 14-year-old told police High watched her and her friend dance in their underwear and eventually convinced her to go in the bathroom, where they had sex, the affidavit said.

He told police the girl approached him and started talking about sex and took him into the bathroom where she gave him a condom and they had consensual sex, the affidavit said.

The cases against the other three men are in various stages.

Kenneth High, 20, of Chambersburg, pleaded no contest to one count of corruption of a minor and was sentenced in August to two years probation.

Cornell McGuigan, 28, of Washington, D.C., faces two counts of corruption of a minor, two counts of endangering the welfare of a child, three counts of furnishing alcohol to minors, one count of statutory sexual assault and one count of aggravated indecent assault. His case is listed for the November trial term.

Donald Michael Shaffer, 25, of 5400 Lincoln Way East, Lot 21, Fayetteville, Pa., faces two counts of statutory sexual assault, one count of aggravated indecent assault, three counts of corruption of minors, four counts of furnishing alcohol to a minor and three counts of indecent assault.

His case was also continued to the November trial term.
