Suspect sought in city shooting

Hagerstown City Police on Friday were looking for a Hagerstown man believed to have been involved in an early morning downtown shooting.

A man fired three shots toward a Hagerstown couple walking north in the first block of South Mulberry Street around 1:50 a.m., according to the application for statement of charges. No one was injured.

An arrest warrant was secured for Rolandas Fluellyn, 21, of 424 N. Locust St., Apt. 2, said Lt. Rick Johnson with Hagerstown Police's Criminal Investigation Division.

Fluellyn is also known as "Ray" or "J," police said. He is 5-foot-7, weighs 130 pounds and has black hair and brown eyes.

The warrant charges Fluellyn with two counts each of first- and second-degree assault, police said. The warrant also charges him with one count each of wearing/carrying a handgun, using a handgun in a violent crime, reckless endangerment and discharging a firearm in the city limits, police said.

A witness said a man fired the same handgun in the 400 block of North Mulberry Street earlier that evening, according to the statement of charges.

Johnson said no one was injured in that incident either. Police were investigating that shooting Friday.

The same witness said Fluellyn and the man shot at in the second incident had an altercation, the statement of charges said. He also told police he saw Fluellyn hand the revolver to a young woman, according to the statement of charges.

The shooting was not a random incident, Johnson said.

The couple, a 36-year-old man and his 35-year-old girlfriend walked to a friend's apartment in the 200 block of East Washington Street to collect $30 owed to the woman, the statement of charges said.

While the couple waited, Fluellyn and a woman left the apartment across the alcove and Fluellyn asked what the female victim wanted, the statement of charges said.

After the woman explained she was there to visit a friend, Fluellyn harassed the couple until they left the area, the statement of charges alleges.

As they walked north toward the intersection of East Washington and South Mulberry streets, the woman looked behind and saw Fluellyn and the other woman leaving the alcove, the statement of charges says.

The couple told police they saw Fluellyn pull a small, dark handgun from his front waistband area and fire three times toward them, the statement of charges said. The couple took off running in different directions.
